ldap structure

Hi, what is the best form to do a ldap structure with 
a lot of city entries? (not country)

Barcelona
Valencia
Madrid
etc.

                         o=organization
                                    |
    l=Barcelona    l=Valencia    l=Madrid

This is the best form?
